I feel for me to legally sell or race my RL 24 'Parahandy' as a RL 24 swing keeler it has to comply with the current set of Class Rules (RRS 78) and I am also duty bound to comply with the Fair Sailing Rule (RRS 2). My boat at the moment complies with the super-ceded 1989 version of the National RL24 swing keel rule but not the current Victorian (National) version of the rule which is in this web site. Way back I was forced to substantially modify my centreboard box when I fitted a wider, heavier and safer mark 2 swing keel to my mark 1 in the early eighties. This modification is now banned in the current swing keel class rules so I cannot at the moment race my boat as a RL24 swing keeler. In view of all the above, I have attached a set of class rules that I plan to use to enable my SS version to receive a modified boat rating under the new Australian TY and Sports Boat Rule (ATYSBR). If this is not possible I will apply for a Victorian AMS rating which appears to be very close to the Victorian CBH TY system. In my attached rules it should be noted that I have aligned my boats mass, weight and displacement measurement system used in the ATYSBR. I feel the weighing system used in the current RL24 rule as being quite ridiculous and unworkable! Please feel free to criticise and find fault in my new set of rules. Alastair RL 24 CLASSIC and SENIORS SPECIAL (SS) CLASS RULES GENERAL The RL 24 Classic and SS are restricted to the mark 1, 2 and 3 swing keel versions of the RL 24. All boats must have been produced from moulds manufactured or approved by Rob Legg Yachts. They will have to comply with the current YA RRS definition for a trailable boat and also comply with the current Australian Trailer Yacht and Sport Boat Rule (ATYSBR). KEEL Minimum weight 100 kg. The centreboard will be a totally cast iron swing keel as originally supplied by Rob Legg yachts. Keel box water flow improvers and rubber flaps fitted into the centreboard box are not allowed. You are allowed to modify the keel lifting wire and shackle arrangement to remove it from the water flow when in the lowered position. Dimensions and cross-section of the keel shall be as it was when supplied by Rob Legg yachts. Bulbs or Wings on the Keel are not allowed. The keel area outside of the hull when the keel is in the down position shall have a uniform thickness along its longest length. A positive non friction type keel locking device shall be used to lock the keel in the down position whilst racing. Note: This device must be strong enough to stop the keel from being accidentally raised in a knockdown or during an accidental roll over. HULL and DECK The following are banned: • The use of Kevlar and Carbon fibre materials in the hull and deck lay up. • Fitting of a lightweight space frame hull stiffening structure within the cabin area. • Boats built without an inner moulding. • Boats modified to remove the inner moulding. • Any major fibre glassing modifications to the hull and deck mouldings. • Major weight reduction modifications in the transom and the cockpit area. Note: A mast compression post and minor stiffening and bracing repairs carried out in the cabin area are allowed. DISPLACEMENT The weight of the boat (mass) shall be measured with the boat in racing trim. It will not include the fuel, anchors, chains, and safety equipment, food, clothing, stores, tool kits, etc. but shall include the motor. Measurement of Mass will be determined during the measurement process by use of the applicable MYA’s weighing equipment. The minimum weight for RL 24 classic and classic SS shall be 600 kg. Minimum outboard weight is 20 kgs. Minimum fuel to be carried is 4 litres. Note: The dry weight of the engine can be weighed separately and this weight will be added to the displacement weight. This weight includes: • Keel, rudder and tiller, spars, sails and all standing and running rigging. • Winch tackle for raising keel. • All built-in furnishings including bunk cushions and floor boards. • Any plates or brackets for mounting the outboard motor. • Instruments permanently mounted. Any ballast weight to bring a hull up to minimum weight shall be securely fixed as near as practicable to a position 240 mm above the keel line and 4.0 m Aft of the top of the stem. CABIN HEADROOM The shortest distance from underside of cabin top to inside hull skin or moulded floor at yacht’s longitudinal centreline shall be 1.3 m minimum. CENTREBOARD BOX Unrestricted. PROPULSION ENGINE Outboard arrangements are unrestricted but the engine must stay clamped to its transom or to the engine lifting system whilst racing. A door or a plug may be fitted in the outboard well. Note: A dispensation will be given to some early mark 1 and 2 boats which have the original as built outboard well. Their outboard well does not allow the engine to be tilted clear of the water. Their outboard may be lifted out and secured over the rear inner transom and the opening may be plugged. RUDDER Unrestricted. MAST and BOOM Mast Height shall be 8.3 m maximum, measured from cabin top to centre line of main halyard sheave Mast section shall have a 120 mm maximum fore and aft dimension, excluding normal fittings. Boom section shall have a 120 mm maximum vertical dimension, excluding normal fittings. WHISKER POLE Length unrestricted. SAILS Sails shall be flexible, soft and capable of being easily rolled and stowed. The body of the sail shall be of woven polyester or woven Nylon. Laminated sails are not allowed. A 20 sq metre asymmetrical sail is allowed to be used only on the RL24 classic for off wind work but this sail is not allowed to be used in the SS version. Sail Area of headsail and mainsail combined in use at any one time shall not exceed 20 sq m measured area. Sail plan otherwise unrestricted. CREW Maximum crew weight for RL24 Classic 270 kgs. For the SS the maximum number of crew shall be two with a maximum crew weight 220 kgs CREW POSITION Hiking devices other than toe straps in the cockpit and guard rails are not permitted. Hanging on the mast or shrouds to promote roll tacking or gybing is prohibited. The maximum width of the rubbing strakes shall 30mm and the guard rail wires shall be kept taut at all times. No crew member shall sail or manoeuvre the boat with his/her torso outboard of a vertical line from the gunwale with the boat in its sailing position at the time. SAFETY EQUIPMENT At all times the boat shall carry the appropriate safety equipment stipulated by the Australian Yachting Federation Special Requirements Part 1 and the relevant State Government Boating Regulator. The minimum weight of the anchor, chain and rope shall be 5kgs and shall be stowed in the foredeck well when racing. The bitter end shall be secured to the hull at all times. The minimum AYF safety category for any RL24 classic event shall be category 6. Note: It is recommended that all RL24 classic boats be equipped to the category 5 safety level. The safety category for any RL 24 classic event shall be declared in the Notice of Race and the Sailing Instructions. PFD’s are to be worn at all times whilst racing. BUOYANCY Buoyancy in the form of sealed compartments or closed cell foam with a minimum volume of 0.55 cu m must be approximately evenly distributed fore and aft, and athwartships. Closed cell foam should not be used below bilge level. It is recommended that close cell foam be placed inside the cabin on both sides close to the sheer strake.
